Not really. Skills distribute is the same. Goals are the same - 125fcr and 86fhr. Rest depends on matchup or league's rules (dr, block, sorbs).

A simple and effective and "cheap" necro build is:
Coa ChamBer + cheap 3/20/2 nec diadem
Hoto / 3-3-white wand + Spirit 35
Enigma
Dungo / Tg / Arach
10fcr/adds ring (nice adds are: str, life, mana, resists)
Wisp / Dwarf / Raven / Carrions / bk
Aldur's / Hots(inferno if you need frw vs fb sorc) / 30frw-light-cold-psn-adds boots
Trang oul's (magefist if exspecting mana issues) / blood's incase u want some fhr/life in any situation
2/20 adds ammulet (nice adds are str or life/@ pick 2 of them)

5fhr/5@ (this is not needed when dungo, so u may have a spare life/5@ to swap for it)

There are awsome 2/20/30/2soc/adds diadems, who are benefitial when walk/run is needed, like vs fb sorc/ele dru/hammerdin/other necro etc... But those are very costly.... If using such diadem shadows dancer's may come in handy.
