In my experience, especially with Lillith or Mephisto, there are times when rng does not give you life tap. Thus, you should probably use marrowalks and use lifetap from that if possible. There are times when if you swap to life tap, and you get attacked, you might be vulnerable.

Draculs is your insurance that can ensure you will consistently proc it after your initial one with either a life tap wand or marrowwalks. Marrowwalks has a larger radius so you can easily hit the life tap proc. I've used HOZ for all my 300+ Uber kills and never had a problem. If you have double loaders (such as a sorc in your other account), you don't even need enigma. In fact, you can just use a teleport staff so you can save money.

Raven and any ring for Duriel. Raven with any ring for Izual. Dwarf and wisp projector (and tgods) for tristram. For charms, get a ton of light resist charms, since Meph has conviction aura. For armor, get the fade proc from your treachery, u can use smoke for budget or fortitude for armor, and heaven's light with 2 shaels work just fine. Grief is better but I really didn't see to much diff in kill speed from it in comparison to Heaven's light (which I am sad about b/c grief is obviously more exp). For amulet, if you lack resis, get maras. If not, highlord's is the staple uber ammy.

This but you could go with exile for a bit more relaxed run with more chance to cast life tap if you have the runes.
I would buy cta before exile.

all the ias calculators dont recognize the effect and say its no difference betweeen 20 ias and 110 ias but as soon as i switch around the items it does a difference in ias.
whats up with that?

Check that u plotted correct wepon base and fana, and check if ur under the effect of decrepificy or holy freeze, also make sure u have cannot be frozen.
