but as feanur said, max sockets are still limited by ilvl. It can't have more than 1 socket from ilvl 1-24, 2 sockets from 25-39, and 3 sockets level 40+, though that doesn't matter for rares.
so you want a level 25+ char.

1) "so you want a level 25+ char" - i dont quite understand what it is referring to.
If its about imbuing diadem in order to have possibility of 2 sockets rare diadem,
then im not sure if I understood "socket ranges"(1-24,25-39,40-__) correctly but
that would mean "you want a level 21+ char", I dont know.
2) "socket ilvl ranges" - now I stumbled upon two versions
of possible amount of max sockets occuring in item depending
on ilvl (as I understand usually its about ilvl of input mainly nonmagical item
[but probably applies also to blue items which can get 1-2 sox]
you give to Larzuk for socketing, but I guess its not limited to
this particular use).
So - the two versions:
<a> 1-24 25-39 40-__ - as Goomshill stated
<b> 1-25 26-40 41-__ - for example maxroll.gg stated it
about D2:R. They claim this in:

Im interested in how is it in D2:LoD - I just wanted to clear things out

the biggest authorities when it comes to Diablo 2 mechanics.
