hi im poor and i dont know if i can afford this build

is posible to make a tesladin with crescent moon and dream helm? or is a waste of time and fgs?

point of tesladin using dream runeword is, that you combine dream helm and dream shield. if you can just afford one or the other, it is not worth it.
you can build a tesladin with your own Holy Shock aura and a lot of -lr from gear (cmoon, griffon, facets...), but that will require at least a light sunder or merc infinity

Dual Dream + Crescent Moon works fine (Grief would be better for a bit more versatility).

I'd go A2 Merc with Might Aura using Reaper's Toll/Andy's Visage/Treachery

i have a 70 light sunder can i use it instead of infi on merc ?

You don’t use Infinity on your merc, you use Conviction yourself. Reaper’s Toll shouldn’t be that expensive.
