I am making a strafezon and have found contradictions with IAS. So, whats the deal? Is 20%IAS Cap? I am not going to be using windforce because I can't afford faith. So should I focus on crushing blow and the like and not IAS?

ias breakpoints are depending on your weapon type, e.g. matriarchal bow vs GMB vs other types. So we need to know your bow type to tell you how much ias you need

CB on a zon is not that good, since the dmg is halfed for ranged attacks compared to melee attacks. but if you focus on CB, you will definitely want max ias!
