Does character level or the item level of the amulet matter when crafting caster amulets?

iirc its get a char that's 92+ and just gamble for the amulets

Character level and amulet level matters.
Use a character of at least level 93 to gamble and craft Amulets - then every Amulet has a chance to get +2 to [class] Skill Levels / Skills

Should also work before if use any amulet dropped by terror mobs while at least clvl89 (and terror level was 91 or higher)
