I'm aware of a few ways you can build them, i prefer using zeal and putting points into holy shock itself rather than using dream and dragon rune words.

With that style of tesladin what would be more effective inventory, pcombs or offensive aura gcs

The reason why people use auras from runewords instead of using holy shock itself is because they can use conviction with their paladin.

I guess it depends on your weapon of choice if you are going with a physical based weapon with holy shock providing another form of damage or using a weapon such as crescent moon / Phoenix.

im running crescent moon and plan on using pheonix

g face, duress, tgods , hoz, laying of hands , gores, angelic ring and neck, raven frost

if you have the aura active yourself, definitely offensive skillers

I don't know if you can make a decent tesla without him being expensive. Infinity will help a lot.
Griswold's set with 5-5 RBF jewels can make one pretty strong.
