With the new patch and allowing other gear to affect IAS on weapon breakpoints, is it as critical to have 34% grief now?

Highlords has 20%IAS, and beastz adds 20%. If the wording is to be read as exactly as it says in patch notes, doesn't this effectively remove any minimum IAS requirement on grief?

So, basically it looks like if you account for either decrepify or chilled(not both), youd need 36% IAS on grief, and a highlords equipped to hit 5 FPA. interesting. to get to 4 FPA with a 50% slow such as decrep/chilled, just isnt reasonable
