Well, its a bit wierd i would say.
First of all you need to be a werewolf to perform rabies, and werewolf is also the best choice for an fireclawer atm.
The benefit is that both skills are in the shape tree.
In general its easier to do fury + rabies.

It would also he is for pvm?

Lets assume you use pheonix + grief pb.
I tried with werewolf lvl 20, so u can free up other skills.

Then ur ias breakpoint will be 60 for the fastest frame of fireclaw which is 7fpa.
27 ias breakpoint for 6fpa rabies and 78 ias breakpoint for 5 fpa rabies.

Here, @ lvl 99 it seems to have:
15k fireclaws fire dmg
3,5k physical dmg
Well, fireclaw actually ends at 19,2k.
With -28 enemy FR. -113 if infi merc.

Rabies:
35k grief side -25 enemy PR
60k dw side - 55 enemy PR (can be switchbugged into this)

The ctc firestorm will deal som dmg as well.
