Anyone know if dragonscale gets affected by +skills gear?

like would a shako and maras add +4 to hydra?

thinking of making it with flickering flame and magefists but dont know if thats going to be viable for a meme pvp build.

if you are given + to a skill then any + skills that would affect it usually would still affect it unless it is for example +fire skills(sorc only) obviously
a great example of this that im sure youre familiar with is battle orders

since dragonscale gives +10 hydra to a pally does that mean wearing flickering flame gives me another 3? or shako and maras gives me another 2? thats how it hink it works since when i hover over the battle orders i see the actual BO level hehe thank you for the clarification too

yep it would however without synergy + fire mastery i doubt it'll be worth it. gl anyway
