No, but they do however get bonuses via syntenergies from the total skill levels, not only just base skill lvl.
A grizzly with you having fana and HOW active reach like 30k+ ar.

But the mean ar bonus comes from HOW.
Fana is more important for giving him 2-3 breakpoint faster attacks.
