I would think so. Cold Mastery essentially doubles your cold damage. If you have Fathom and NW to boost your CD, you'll be fine. Put Facets in there too.

You'd want to swap out Insight for something heavier hitting if you're doing P8. I'd go EBoTD since the 60 IAS would probably hit pretty fast, but I think Eth Reapers is best for damage. Infinity is a poor choice since Cold Mastery does the work, and Immunes won't break otherwise.
