I'm playing on classic mode. After I finished the nightmare, in hell I killed Andy, moved into the 2nd act. I converted the character to LoD, but he can't create games in hell. What happened? What has changed? Who has encountered?

You didn't do it correctly.
Should of been in Act 3 hell mode before you converted from classic to expansion.

It turns out that I need to complete not only the first act, but also the second? Or even a third?

Classic has only 4 acts while expansion has 5 acts.
From what I recall, you need 11 acts in classic, which in turn unlocks hell mode in expansion.
Having 11 acts total unlocked makes you get the hell mode in expansion.
