Treachery is probably the best “low budget” armor

Depends what for.
I generally like Black Hades for the HFD if you don't have a Cham or source of CBF. Opens up sockets to shore up resists/IAS.
For HC you might want Guardian Angel for max block and absurd resist overcap.

Gladiator's Bane is also usually solid.

Upped duriel's shell takes care of several issues. You also have space for a socket. Other simple yet very useful armor is upped skin of vipermagi. You get everything you need with +1 and 13 MDR. Pair it with a dwarfstar and string of ears and magic damage hardly affects you. FCR is important for war cries.
