the information is complicated and clear, i agree on that.
I usually follow the classical IAS d2 calculator
https://d2.lc/IAS/ found there.
The most reliable way to use it, is to select your class, and your weapon, and not any other mods, and then see for that wep what it gives as a breakpoint.
The calculator is very outdated. However, I think that is the one most people use as a reliable measure.
I dont fill in any attacks, attackspeed, skills or whatsoever, just the weapons type and the class.
So i've put in lacerator and warshrike, but first, i've looked up which type of weapons they are on diablo wiki.
Results

And then u click show IAS table and this pops open ( remember if u do new one, you need to close the table window or it gets bugged)

Concluding from this you can see your breakpoints per weapon type, i know its all over the place. Like in the attacks per second makes no sense
But it all has to do with 1 second is 25 frames,so in 12.5 ticks (half second) you do 2 attacks.(even though it might now look like it ... tthis is just how its calculated)
So with 0 attack speed on ure items, you do 2 attacks per second. ON your left you see your IAS breakpoints.
For each thing you go lower, you can go to a new breakpoint. So from 23 attackspeed 2.5 attack per second to 35 attackspeed does nothing, but if u got 39 attackspeed, you got a new breakpoint and go to 2.63 attack per second instead of 2.5 .
Now more is not always better for the general build,. but at least here you can get an idea. For example the breakpoint from 63 IAS to 105 is huge compared to the other ones. So it might be nice to go for 63 and put the rest in other modifiers like crushing blow for example.
Anyway good luck
One last comment, I am not sure if your attackspeed scaled over the IAS that is in your weapon or not. But still this gives some insigt
