Speed runners still use that on single player, mostly with Charge and Blessed Hammer on Paladins to prevent Charge slow downs. Blizzard worked on patching that out and it's very hard to achieve now on BattleNet, but their fix also caused problems with animation bugs with melee attacks and desync from hit recovery.
The Whirlwind bug is where short Whirwlinds, immediately following another, do not actually apply. You know when you are Whirling, or failing to, because when you aren't there is no swirling wind animation on the outside of the character. When the Whirlwind fails, you are just walking/running from point A to B, which leaves you vulnerable.
