Dragonscale simply doesn't have much that people deem useful relative to other shields. Lower block rate. You don't get the skills of HoZ. FA can be had with Dwarf Star. Lvl10 unsynergized Hydra is different, but not that useful. Most ele pallys are cold or light, as they're both far more powerful.

I've found this once years ago. As a noob I was excited cuz I tought I found zaka but yeah I think I ended up selling it to akara since its not really good for anything. Its not really that rare people just don't bother to keep stuff like this

I had Pindle drop me one once. Don't have the drop chances to hand but if Baal is 1:5016 I'm guessing I got quite lucky.

If it's any consolation I've never seen/found a Windforce, CoA or Death's Web
