Among all weapons that Nightmare Malah is selling, these kinds are eligible for +3 to war cries [barbarian only] :

War Sword, Kris, Blade, Balanced Knife, Balanced Axe,Glaive, Throwing Spear
Ancient Sword, Cinquedeas, Stilleto, Battle Dart, Francisca, War Dart, Hurlbat, War Javelin, Great Pilum, Simbilan, Spiculum, Harpoon

Char level required to see them in trading window is as follows :

- balanced knife = 61
- balanced axe / kris = 63
- blade / glaive = 66
- war sword = 68
- throwing spear = 69
- battle dart / war javelin = 70
- francisca = 72
- great pilum = 73
- war dart = 74
- ancient sword / cinquedeas / stiletto / hurlbat / simbilan / spiculum / harpoon = 75

But why do you want to visit Malah ? Her trading-screen is slow to roll, compared to other vendors. And she mainly sells non-socketable weapons...

I am farming Malah since I don't yet have Anya unlocked. I'm playing Single Player in this scenario so I can't just have someone rush me. What other vendors are better than Malah in the context of Nightmare?

I'm pretty sure you can shop BO swords from Charsi and the WP can spawn close.

I am just trying to find the most optimal way to do it. All the vendors are pretty close to where you zone in from the menus so it's not a big deal. I think Malah / Anya have the highest chance to have rare spears/throwing weapons, no?

I would complete Nightmare Baal, then open a cow portal near Charsi (nightmare act1).
I wouldn't specifically look for spears/throwing weapons for +3 WC... I like 2-handed swords for style.

Can you get weapons with +3 to Warcries Tab/3 To Barbarian Skills, or only +3 to Battle Orders? And I want to specifically shop them, not farm from cows or any other source. Which vendor in Nightmare is best for that?

+2 to barb skills (+3 doesn't exist) is a prefix as well, so you can't get both on a magic (shopped item).

Feanur meant you should open the cow portal next to Charsi so you enter the portal to reset charsi's loot table. This will allow for quick shopping like at Anya.
