If I use a Grief Berserker Axe with 40 ias, and have maxed fanatiscism aura as a smiter, then I need another 10% IAS to reach the 6frame breakpoint, correct?

You will be somewhat crippled when slowed. Consider Grief PB.

True, if PvM. But in PvM general consensus BA > PB simply cuz range advantage.
