Which build provides maximum slow target?

5 slow types:
Chill (countered by CbF)
Holy freeze (capped by chill effectiveness, 50% for players)
Impale (capped at 50%)
Decrepify (always 50%)
Slow from items and clay golem (still capped at 50% even if applied by both)

Getting all 5 is near impossible.
Impale is unique to the zon, while the 4 other types can be achieved on any build.

So you would need something like:
Zon with impale and 50% slow from gear + holy freeze a2 merc using reaper. Or without merc, you would need a way to trigger decrep (spellsteel’s charges?) and then swap to doom for HF.
Very impractical.

Anyway, slow is capped at -85 EIAS and -75 EFRW

You can get 72% slow from it :) (probably more but that’s what I got with maxed impale and some troll items)

Like stefbef said, it depends on the attack.
Impale/smite always hit.
However, if for example a barb with arach (10% slow) is trying to hit you with WW, if you block his attack you will also block the slow.
The problem is, if you get hit once, then the slow lasts 30s

Slows like decrep and holy freeze can’t be blocked.
And the slow from the attack of clay golem can be blocked, but you can’t “block” the slow he inflicts to those who strike him.

So… you can’t really “block” a slow. Only the attack that applies it, if it’s a blockable attack. However, you can stack more ias from gear/skills to try to counter the malus from a slow.

Slow from items/clay golem last for 30s, timer restart with each hit.
Decrep depends on skill lvl.
Holy freeze last for 2s, but is re-applied each 2s as long as you are in the aura radius.
Impale last 12s and its timer is not reset on hit. The 12s slow can only be re-applied once that 12s has expired.

We are still not 100% certain if impale’s slow is capped or not. Further tests will soon be performed to confirm this.
