Its the bare minimum for a hybrid sin chaos, but a ghost will need a stronger base and doesn't really need ls, focus will be more on shadow skills or maybe blade skills in some cases.

Ideally you will want something like this for hybrid chaos (depending on what your other claw has)

3LS
1-3 blade shield
Ideally some MB or WB skills

Cant really say much about ghosts tbh

You can do really well with a budget weapon like:
30-40 ias/Fools/3LS/2os (um um or um 15ias jewel for certain duels if 102fcr with cham griffs) (about 2-3k claws)

In fact this weapon will likely out perform a lot of rare weapons due to how bad physical damage scaling is on sins making ow a high proportion of damage.

If you're a playing budget sin, 102fcr might make more sense in which your gear is pretty much set to maxing out fcr.
65 fcr is also an option which is more flexible.
