The only reason to use frenzy is to proc ctc spells, cuz WW can’t proc them.
The typical ctc used for ubers is life tap.
Could use amp, if the goal is to try to speed run it, but you need to chug full rejuvs.
Where do you get life tap?
Typically either from dracs or charges on a wand.
But on a frenzy barb or kicksin, you can also get it from last wish.
LW is very low dmg compared to grief, but it’s an ultra safe option with lifetap+fade, and the 60-70% CB is also great for ubers.
Since it already has lifetap, you could replace dracs for LoH, which would end up to very similar kill time compared to dual grief + dracs.
But tbh, once you have proc’d lifetap, I don’t see why someone would keep using frenzy instead of WW. The dmg is not comparable.
I normally either proc lifetap from a single point in doubleswing, then use WW, or I use charges on a wand and WW right from the beginning. In both cases, using 2x grief pbs.
Anyway… to answer your question…

This is pvm. No repair, more resilient to slows.
Having +1 range instead of +2 makes it easier to target what you want (ubers, not the mobs around).
The lil extra dmg from BA is irrelevant.
