What attack?
PVP / PVM?

They can be quite different values...

Well then it depends on weapon base

Just google warren ias calc
Input your stuff then look at the ias table
Ultra easy, all your answers are there, you can’t mess up

58 ias for Grief Berserker axe
10 ias for Grief PB

With lvl 24 Fana and Zeal.

Which means:
Grief 38ias + Highlord as minimum for Berserker axe
Any grief pb...

Also, in pvm monsters uses decrepifcy and holy freeze. This slows you down. And then higher ias is sometimes more relevant.
In PVP enemies uses Arach(10% slow) and sometimes more, and if clay golem hit you, or you hit it, well then there will be 50% slow.

And 10% ias does not cover 10% slow.
There is very many things to consider, so the better the question is formulated, the better answere you may recieve.

Type of build.
Plan for the build?
PVP? PVM?
Wepon type?
Any form of speed boosting aura?
D2lod, D2r?

Listing all planned gear, level of fana and wepon type, d2r/d2lod, pvm/pvp is like minimum info.
