Most builds end up with either
102fcr and 8 frames last dtalon kick
Or
65fcr and 7 frames last dtalon kick
On average you tele just about as much as you attack.
Both save 1 frame on half their actions and lose 1 frame on the other half.
Having 1 frame tele is generally considered better, for the ease of keeping charges up in case you end up, for example, at a dead end in tombs, making it faster to go back to another pack of mobs.
But the overall clear time is very close (yet a bit in favor of 102fcr).
The ultimate mosaic build is to get 102fcr AND 7 frames last kick.
The only way to achieve that is to get enough res from gear/inv to reach max res without fade. This allows you to use BoS instead, for 1 frame faster attacks as well as bonus FRW for faster town travel (and the few times you’ll run while playing).
But such a build is expensive and is only a minor improvement.
You should be more worried about optimizing your number of dtalon kicks versus the amount required to kill most targets.
Each extra unnecessary kick is 3 frames wasted. This is 3 times more critical than the fcr/ias question.
Another more important aspect to consider is to make your big radius dmg as high as possible, while maintaining your single target dps and smaller aoe dps as low as possible. This may just be the single most important factor when trying to optimize your clear speed.
