I wouldn't be using Meta
Yes mark of the bear is very great to fix the ias of shifters, and for the extra 20% DR
but it would require swapping between wolfhowl and meta nonstop, as well as having beast on swap to be able to trigger MotB
You can reach max ias without it.

For pvm you'll most definitely want HL + Loh, so you know you already have 40% ias there... change weapon base and see what you'd like to use.
If it's for pvp, melee vs melee, you can abuse a +4 rangeadder weapon paired with knockback. This way you constantly push your opponent out of his attack range. This can win you lots of duels that you would normally have lost.
feral rage is your only attack in wolf form.
It's all the leech you need, and good +FRW
