does it make a difference if I gamble or shop my heavy bracers?

Vendor items in Diablo II Resurrected spawn within a range of -5 to +4 of your character's level
Gambling: iLvl = cLvl -5 to +4 (varies)

(it doesnt make a difference, just buy the gloves in the highest difficulty you have access to)
