Is it possible to gamble something similar to Wraith Crack?

If i were trying to gamble a wraith crack, would there be a particular level more beneficial to try and snipe something of this stature?
By means of eliminating higher level items etc., would it make sense to gamble at clvl 1, or would that prevent certain mods from appearing on a rare item?
Since I'm just able to upgrade a normal to elite with the cube, i could definitely get more value out of my gold by gambling low level items to upgrade the base to elite.
Or would i need my toon to be a specific level to acquire the most desired mods for them to appear on a gambled item?
Do i need to be a certain level to obtain the highest rolls on stats? Or is it possible to roll max stats on rares at clvl1 by gambling, or is there a barrier to pass that will unlock the max rolls from gambling a rare item?
