Is there an optimal Clvl or range to shop a Level 2 Lower Resist Wand? And, would that range of character levels result in the wand appearing red in the shop?

Apologies if this has been answered elsewhere, I found some info but nothing conclusive. Thanks in advance :-).

Lower resist lvl2 asks for ilvl76, since shops is clvl +5 you need to be lvl71 at least (if you go to lvl94 or more you will get lvl3 lower resist), so in between 71 and 93, in NM or Hell, since normal shops have an ilvl cap.

At those levels all wands should be usable so they shouldn't appear as red.

To add some more info I found & summarise incase it's of use to others...

Level 1 Lower Resist Wand: Req Clvl 36 to use. Can be shopped from Clvl 30 onwards (easier if Clvl is 30-35 so it appears red in the shop). Best place to buy is NM Drognan.
Level 2 Lower Resist Wand: Req Clvl 36 to use. Can be shopped from Clvl 71 onwards. Best place to buy is NM Drognan.
Level 3 Lower Resist Wand: Req Clvl 36 to use. Can be shopped from Clvl 94 onwards (or Baal drop). Best place to buy is NM Drognan.
