does the quality of the scepter matter?

i used a regular 4os war scepter seeing as how ill be kicking and just need the procs. does that reasoning sound correct?

for Dragon Talon, the weapon base only determines attack rate (via WSM) and range (via range adder). if those two dont change, go for the lowest str/dex req
