do i need to have the cold skill mastery maxed for blizz/orb if I have the cold sunder charm?

how does the math work on this?

The sunder charm sets the immune monster to 95 resist cold.

So getting -195 cold resist would maximise dmg against that monster

If it is worth it or not, is totally up to you.
