Do high tri res boots drop in LOD or is the only place you can get “greater than 30% tri res boots” in classic?

yes, you can find boots on lod with following stats:
30 frw.
10 fhr.
40% (Max Res) tri res, lite, fire, cold, psn.

other possible stats with tri res:
dex.
replenish life.
mana.
str (08 boots).
