So Baal at level 99 has a higher chance for dropping tc87 than for example lvl 87 terrorized Andariel would. Does anyone know if there are specific level caps which can be reached for monsters to drop from TC87 more frequently? For example I could level my sorc to 91 so terrorized andy/meph are 96.

Short answer just go to lvl94 so you have lvl99 andy/meph.

This is old, but pretty much works the same, in TreasureClassEx.txt you can find an explanation on how more mlvl will upgrade your TC and I reckon that at some point in the guide talks about the chances (but I did not find it in a quick search, so maybe I looked that in another guide), if you reaaaally are interested you will get all the info from that guide but I would recommend to just follow the short answer, reaching lvl94 it's pretty easy anyway.

So I read a lot of it and there was no clear answer to this question, however I dug around in TreasureClassEx.txt and it seems that the caps are 90, 93, and 96 (more for lower level enemies).

Countess is 82 so there are a bunch more extra TCs.

Also note that the TC87 and TC82, which are on the same level as the enemies, exist in this list of terror zone TCs because normally their TC is lower than that of a for example lvl 87 mob whose TC got upgraded or is naturally ACT5 hell.

you want lvl 96+ act bosses (something like 8x higher tc87 drop rate) which means clvl of 91+ for TZ creator.
