As long as my chance to block is 75%, it doesn’t matter what the % chance for monsters to hit is correct?

I don’t recall Baal having a 39% chance to hit, but I’ve been away from the game for a couple of years and may not be remembering correctly.

I only put enough points into dex to achieve 75% chance to block?

Block and hit chance is independent.

If baal has a 39% chance to hit you, you block his hit 75% of the time.

Giving him an effective hit rate of 9.75% as 25% of 39% = 9.75%
