max fire synergy or meteor first?

the way i would do it is for:
pvp fireball, mastery, firebolt, meteor, hydra.
you will want to prioritize fireball damage.

pvm fireball, hydra, mastery, fire bolt, meteor.
idk i don't duel with my fb sorc and i wish i had hydras maxed. it's not worth it to me to use a token though.
