Windy doesn't work in pvm. Go to fire druid or hurri-oriented windu.

If you can't find decent pelt, you can try as well 3ele/20fc/2os tiara + 2x fcr ring + 19fcr ammy.

Skill tree is super straight forward: nado, twister, cyclone, hurri, 1 point in each zoo skill and then max oak.

You don't need at all shit like high dr or max block. Most likely you will reach 6k+ life, great crowd control from hurri and hf and a pack of living shields.

This with infinity merc using coh and either flickering or cure - I prefer cure. Also put a point in solar creeper for the mana sustain. Also the 68 fcr build is faster than the 99 due to the huge dps increase on hurricane being faster overall than slightly faster nado and teleport speed (you can teleport on cta side for longer distances)

Also agree that fire is better overall but the cold setup is a lot safer and more relaxed to play
