Which combo of those 4 stats is most or least valuable?

different stat combos are ideal for different builds. the ring you're posting is a typical sin/bvc ring. take out the mana or ar and it's suddenly useless for both builds, replace it with something else and it's suddenly good for a different build. too many variables to really answer your question regarding combos.

That also looks like it’s for lvl 30

In terms of high level duels, all those values rolled to low to be that useful
