Do i need to max out cold mastery ?
i remember somehing about go to -100% cause more is waste of points ? (17 or so in it)

enemies are hard-capped at -100, but dependent on how much they have by default, you have to invest different amounts to bring them to -100

since we have sunder witch brings them to 95% that maybe why i read that -100 is generaly enough?

Since we have sunders maxing cold mastery is more important than ever, you need -195 to put enemies affected by sunder in -100.

You need level 36 for that (could be a bit less if you have facets) so just max it.

Cold mastery only applies at 1/5th or so effectiveness vs a monster thats normally immune is dropped to 95 by a sunder

I thought that only applied to lr and conv.

First season/ladder/patch w/e u want to call it, it worked at full effectiveness, making blizz pretty strong

So they nerfed it

Yep, they patched this in the 2nd sunder season since Blizz was to op at the start of the ladder.
