Windy and pnb necro are top tier

Hybrid zon, assassin hybrid and trappers, bvc, es fire sorcs are next

Fire druids, most Paladin builds, blizz sorcs below that

Most of the rest of the builds are a tier below that such as light sorcs, blade sins, pure zon builds, psn necros etc.

Melee is bottom tier except vs other melee

Quick list off the top of my head and of course a lot of it is arguable
