if i proc the lightning from wisp projector as a sorceres
does the skillpoints i invest at the synergies of lightning effect the dmg of the procd lightning from the ring ?

Yes it does but you need to use a melee attack to proc it.

a ranged weapon attack should do as well or did they change something? also not all melee attacks work, whirlwind for example does ignore any offensive procs iirc

It says 10% chance on strike
Torch says on attack and works with ranged attacks, too.
So in D2 a strike and the term "attack" are not the same.
Every strike is an attack but not every attack is a strike.
Imo strike is melee..

not exactly, but partially correct. i just looked it up again to make sure, it actually is not straightforward:
on attack: no actual hit required (can be missed, blocked, or dodged/avoided/evaded). requires melee weapon attack
on striking: requires an actual hit (no miss, block, d/a/e). can also be ranged weapon attack, no melee required (but has to be weapon attack, no spell)
