Are sorc bps for tele based on light skills?

the upper table is only for the specific skills "Lightning" and "Chain Lightning", not for Lightning skills in generable. the labeling is misleading here...

Teleport is different to "Lightning Skills" ... to put it simply, a Barbarian has the same FCR as a Sorc ... notably that is with all casting, but, but, a Barbarian can not cast any fire or lightning skills, however they can use Enigma and Teleport at the same FCR as a Sorc.
