Character level requirement is 75% of alvl

9 x 1.25 = 11.25

So any affix level of 11 or lower can be used by a level 9 character.

But what happens the math doesn’t work out so smoothly?

Does Diablo automatically round up in these scenarios? Does it round up or down depending on if the decimal is above or below .5? Or does it simply round down and only spawn alvl < 12 for clvl 9?

12 x 0.75 = 9

That isn't true, it's a fallacy that has existed for many years. The requirement and affix levels are hard coded by the developers, there is no rounding formula. There are numerous Diablo 2 information websites that list them.
