Crafted amulet results are affected by both the character level and the amulet.

i just want 20fcr ,not care about skill or other affixes,can i use 90 lvl char to gamble and craft amulet?

a level 90 char can craft amus from tz (92+ amus from all monster drops)
so the change of +2 skills is also there

20fcr means 10fcr auto mod and 10fcr suffix. 10fcr suffix is "of the apprentice" iirc, which is fairly low on the affix level. the important thing in your case is a character to guarantee the highest possible number of affixes, that is the limiting factor
