target gets slowed.
slow is a combination of a frw penalty and an ias penalty (again Im not 100% sure on the mechanics, Im not sure if there is a difference between skill slow like decrept and holy freeze and item based slow%, there is a difference in that you can stack skill and item based slow together but Im not sure if its a penalty to sm or just a direct ias% to both, item slow% Ive heard from a few sources is a wsm penalty) so that'll slow down any ias based skills.
keep in mind a player can stack ias% (with both skill based ias like bos or item based ias) past their natural breakpoint to negate the slow% and still hit their ias breakpoints for the same fpa. also slow is capped at 50% in pvp, however this is the limit of how much item based slow can slow in pvp, but if a player is trying to negate slow by ias stacking vs for example.. clay golem which is usually ~59-61% slow depending on golem level, even though the slow would cap to a 50% penalty, stacking vs it the player has to negate the full amount.

edit: some basic info I left out cause you probably already know this: slow% from items is applied when you land some type of attack. slow% does not transfer from spells, only equipment based attacks. players are slowed for a duration after the hit, hitting them again resets the duration.
players in pubs tend to get annoyed at slow% cause it lasts a while, usually past the lifespan of the average pub dueler using it so they get annoyed at it carrying over to the next duel. it's not an overpowered mod and shouldn't be considered bm but players find it annoying.

Thanks for your input Ziecheik but it didn't help at all. I want to find the formulas behind it so I could know if 20 ias stacking for my build would be satisfying or not vs 10% slow (pretty much any melee char in eu sc nl - bugbelt or arach)

The thing u said about wsm, ive heard the same. Example u use a 0 base speed bow it becomes 10 after getting hit by a 10 % slow using character.

If slow is bm or not its a personal oppinion and not a gamebreaking rule, I play amazon and my opinion is biased against slow but I dont cry if someone uses it.

(Hit) Slows Target by x%
Simulates the Clay Golem's slow% when attacking an opponent, and Decrepify curse, regarding Slvls. Resistance or immunity to cold don't affect this kind of slowing, same for reduced cold effectiveness. This isn't related to cold attacks in any manner. However, it will stack with such effects, reducing the enemy's speed even further whilst combined.

-Duration of this effect is approximately ~ 30 seconds, and may be reset at each consequential successful striking (unlike the Clay Golem). What's more, the slowed enemy himself will reset the effect each time it successful strikes back. Only one of each effects can be active, either slowing caused by Clay Golem or caused by item-supported attacks.

-If a player character (or combat hireling) wears more than one item granting slowing, the percentages add. Upper limit is 90% of slowing against common monsters and 50% against Champions and Bosses, also against hostile players and hirelings. What's more, a monster can't be slower than 25% of its regular walking speed, which varies by species. Also, note that only the last hit determines the level of %Slow combined, meaning a higher level may be reset by a lower level or percentage, considering the last hit was performed by the lower %Slow attacker.

Remember aforementioned normal monster's inability to move slower than 25% of its walking velocity. This does not mean there's a limit of 75% of total slowing, which you may read sometimes. Lots of monsters are able to run, and if so, more than 75% slowing granted by items or addition of slowing sources steps in.
"The only value limiting total slowing is the inability of slowing something down to less than one yd/s movement speed." ~ Library.

-What's more, normal monsters can't attack slower than 15% of their regular attack speed. "Bonus granted via boss' attribute 'Extra Fast' or foe-ish Fanaticism aura exist, so it is incorrect to say there's a limit of 85% on slowing attack speed." ~ Library.
Amazon's Evasive skills, which all need 8 frames duration, will also decrease velocity when the Amazon is slowed.

i was wondering about this part, cuz ive tried to stack 60%ias vs necros as a barb but it still dosent work, dosent clay golem effect wsm?

Ziecheik is one of my favourite posters on this subforum and I like his oppinions a lot but the thing I search for :

Amazon using shadow bow lvl 15 fanaticism
using 85 ias ( 20 extra )

Will she still shoot at 7 frames per attack after getting hit by a 10 % slow target item-wearing character ? Or is the 20 ias just a wasted mod from my gloves?

Im not 100% sure on the answer to your question =\
breakpoint for a cursader bow faith (+10 wsm) is 92ias for 7fpa. however Im not entirely sure how the slow% formula works when dealing with skill based +ias. If it just stacks +10 wsm from +10% slow then yeah it'll be 92ias bp.

EIAS --> IAS conversion formula:
EIAS = (120*IAS)/(120+IAS)

IAS --> EIAS conversion formula:

skill ias (33% from slvl 15 fanta) and wsm (weapon speed modifier) are applied to the eias. according to what I hear slow% should just be applied on top of that if it modifies wsm, but that is what Im not 100% sure on.

easy solution: singleplayer edit yourself some items, load up a game on tcp/ip to test it out, get yourself slowed by 10% (you will need to be able to load up two d2 at once or have a friend help you over ip/open) and compare using 65ias with 20ias stack on top of that with 92ias total, see if there is a difference. take screenshots and compare distance that the arrows are apart from one another if you don't trust just going by it "feeling" like 7fpa or not.
