Good question, the answer is, yes, bearform changes a few of the tables ie ias, fhr and includes block as well. So you would not reach the 2fpa as the block rate is slower.
Its pretty neat, but a fanat pally with either a 39 or 40 ias grief pb hits a constant 4fpa. That's faster then zeal! (zeal is 7/4 1h)

The Holy Shield bonus is always 50.
So let us work with the Effective Block Rate First.
X = FBR on your Shield.
EFBR = {X[120]/(X+120)} +50
Example: EFBR = {35[120]/(35+120)}+50
EFBR = {4200/(155)}+50
EFBR = {27.0}+50*
EFBR = 77
* The number you get from dividing you should round up or down depending on the decimal'd number. 4 or less you stay at its current number, 5 or up, go to the next higher number. Example: 27.4 = 27, 27.7 = 28
Now that we worked out our EFBR, which is 77, we can work on the actual Block Frames.
This is the formula, updated and note that the Y variable is the block base of the character. In Bear Form for any character it's going to be 5. The X Variable is your EFBR.
BF = {256(Y)/[200(50+X)/100]}-1
Example: BF = {256(5)/[200(50+77)/100]}-1
BF = {256(5)/[200(127)/100]}-1
BF = {256(5)/[25400/100]}-1
BF = {256(5)/[254]}-1
BF = {1280/[254]}-1
BF = {5}-1
BF = 4
So there you go, with Holy Shield and Storm Shield with out Sheal Rune in Bear Form, gives you a 4 Frame block.
