T-gods
2x SoJ's
Spirit
Maras
Treks
Eth Andys Visage, Fortitude, and Infinity on A2 NM Offensive merc
I haven't spent a single point into strength, and I still can use my Monarch due to the insanely high + str on Enigma/Titans/Treks/T-Gods.
Why does nobody recommend T-gods? Does not +3 to your main attack make it the best?
The only thing I'm lacking in is resists...even with perf Maras, Hellfire, and Anni, I'm only at 5/35/35/75. I could easily fix that by switching to CoH and putting about 15 points into Strength to continue using Monarchs
This can be fixed with charms or jeweled items mostly. Unless you decide to use CoH.

You don't have to, but it depends on your play style. If you feel safer with a SS and max block, then go for it. If you're comfortable with lower block and more life and perhaps damage, then do it.
