no an edited AnimData.D2 file (what everybody calls tmc because some asshat decided to release a prepatched file to the public and take credit for it) will not give you any fhr, and requires you actually have some fhr on your items to be of any use. it only ups the break points so you hit the second bp with base fhr. and the third bp with the amount it would normally take for the second bp etc..

you can spoof your fhr (and ias and fcr etc..) and/or you can edit the actual animations and make them shorter (and therefore be faster). like make zeal animation 1 frame long. then you can zeal at 1fpa. can also make block animation 1frame long so there is less time between blocking and your next zeal.

you can also make spells rely on ias instead of fcr etc, etc..

and there is no actual need for cannotbefrozen. you can make a clientside edit so that is doesn't slow you down while frozen. will allow you to attack at normal speed while frozen and will desynch you when you walk/run while frozen
