at higher skill levels, the % increase does not go up every level. Is this merely a a display issue (as in, it doesn't display fractional % increases) or are there actual integer breakpoints?

No, there are breakpoints.

29, 33, 38, 45 are the higher ones

This build stops at 33 at most, and you can technically push 38 / 45 on builds that don't rely on an FCR circlet, using +3 Warcries/+3 Find Item Barb Helmets, etc.
