Go test it for yourself. Put on a 75 block shield look at your block rate with no point into dex. Put on a 10 icb ammy and watch your block go up.

Jesus dude. Sure it helps but once you hit max block, icb is moot.It factors in with your dex. So having more chance to block means less dex needed. Which is why say, it's easier to hit max block with stormshield than spirit mon. SS has 25% increased block while spirit does not. And I don't see why increased blocking would be capped at 75, it's only increases your chance to block. But it wouldn't matter because hitting over 75% ICB doesn't seem very easy to do, unless you have snatchiis gloves.

That's not the point, the point is it helps a LOT.

10 ICB with my Gerkes gives me 10% block when I hover over block, that's, even with Gerkes, over 35 dex points with my build.

Now imagine my amulet.

That's basically my amulet (It's 10 ICB, but the ICB is 35 dex) EVEN THOUGH my shield has 74% block rate on the shield.

That's what the topic was about, and I stated it very clearly in my OP.
