Yes, all charges from all items are bm on east, this includes all non druid oak summoning, zeal charges on weapons, bash charges on lld barbarian helmets, and even level 1 firebolt charges on rings etc.

No I do not. Personally I don't use Highlords either because I don't use a 99 fcr setup but if I did I would chose Highlords over Cat's because that extra life and damage will definitely save your life more times than Cat's will. The amulets I use are:
2 skills 20 fcr 20 dex 59 life xx mana x reg
and
2 skills 20 fcr 57 life 18 @ xx mana x reg
The circlets we use both have 30 frw and vs necros 105 frw is enough if you have 68/99 fcr. You should not run as that's when spirits will catch you and if you have to escape you wsg and c/t tele away, there is no need for more frw here but there is need more life and damage. I would personally never use Cat's on a Javazon with Enigma and a Javazon without Enigma is not worth to make. I wont say I never tried it because I have, that's why I have such a strong opinion about it.

I think they prefer hlord because more tele-oriented playing style,
but I personally like mixing walking and teleporting (that confuses the opponent a lot) so cats definitelly should be mentioned as a valuable alternative.
I mix walk and teleport depending on how my opponent plays because, as you said, fcr frames for Amazons aren't the best. If you know how to c/t tele (which is a no-brainer) you do not have to run like a bowa zon ^^
Cat's should never have a place on Javazon. Sorry for being a bit "harsh" but Cat's on Javazon is like Shako on Bowazon ^^

I know you've only done pvp in public games and get butt hurt because everyone beats you and you have to rely on absorb items to stand a chance but it's okay, if you can't handle the char and/or don't want to make a Javazon it's okay, not everyone enjoys playing it.
