Acceleration is capped internally. The ceiling applies to the animation as a whole and to the action frame.
For spell casting animations this means that FCR beyond 200 is always wasted (and the only two classes that benefit from having exactly 200 are Barbarian and Sorceress).
FCR breakpoint tables do not list breakpoints above 200, because they do not exist.
